It doesn't appear to stymie him; he just adjusts the angle of approach to undo the button and pull down the zipper.
He does, however, take his mouth away from her skin and rest his forehead on her shoulder so he can focus on sliding his hand in under the waistband of her pants. He stays outside her underwear for now.
